INTERNATIONAL VISITOR LEADERSHIP PROGRAM (I.V.L.P)

The NorCalWTC is pleased to announce that it is partnering with the U.S. Department of State to provide local hosting services for high-level foreign dignitaries visiting the U.S.  For members of the community wishing to get involved, there are volunteer opportunities available.  More I.V.L.P information and past delegations.

 

 




UPCOMING DELEGATIONS:

 



Multi Regional Project:  Humphrey Fellows programs with a focus on agriculture, rural development, education and public policy overview in California .






Haiti :  This delegation will learn about best practices in emergency management and public relations with representatives of CalEMA and the Legislative Joint Committee on Emergency Management. Representatives of the California State Senate Committee on Transportation and housing and California Building Standards Commission will give an overview of its jurisdictions, which include bills relating to waterways, harbors, highways, public transportation systems and airports; relating to housing and community development. A discussion with SACOG will revolve around the Metropolitan Transportation Plan, which is a 28-year plan for transportation improvements in Sacramento ’s six-county region based on projections for growth in population, housing and jobs.






Hong Kong:  
Visiting Sacramento to explore the role of the public and private sectors in biodiversity preservation, parks management and ecotourism development in the U.S.  Also examining formal and info rmal environmental education and public awareness efforts in biodiversity conservation with various professionals. Additionally, the program consists of a discussion on environmental education curriculum development and its implementation in schools (K-12) as well as institutions of higher education, including community-based outreach efforts. Lastly, this program will assess the biodiversity conservation programs of non-governmental organizations and their engagement with policy-makers and the general public.




Azerbaijan: 
Delegation will study the role of legislative staff members in the state legislative process, the extent to which constituents of elected officials have an influence in initiation and development of state legislation, transparency through strong interaction between state elected officials and media, and the role of congressional district offices.  Delegates will also meet with an elected official and view a legislative session to provide the delegates with a view into how the CA legislature operates.  Meetings with local political reporters will also provide better insight on the role of the press and the types of legislative issues that are covered by the media. 




Western Hemisphere
:  This visit to Sacramento serves as a case study into regulation and public policy within the State legislature, as well as the effects of economic problems in the rural economy.  This program will cover the state’s approach to the economic challenges as to provide a point of comparison for the delegation’s later visits to rural portions of California . Delegates will also learn about the state’s response to the recent economic downturn as well as to discuss the state budget and what it means for the economic recovery effort in California .





Brazil
:  This delegation will visit universities and observe the legal curriculum taught to students as well as their counterparts to discuss effective administration of the court systems.





Argentina
:  The delegates from Argentina will be learning about how agricultural associations and businesses work in partnership with the government to create standards for agricultural, policy and research. 





Regional Project:
 When in Sacramento , this program will focus on such topics as energy security, development of alternative sources, energy efficiency, conservation, and industry best practices. Since Sacramento is the state capitol, this delegation will have the opportunity to meet elected and agency leaders to discuss state and local energy initiatives, as well as effective actions taken against climate change.

FORD TO EXPAND PRESENCE IN ASIA - Ford Motor Co. announced on Thursday that it will ramp up its presence in the fast-growing Asian and African markets. The company says that Asia and Africa will account for 70% of Ford's global growth over the next decade. Ford plans to launch eight new vehicles in India by mid-decade to meet burgeoning demand overseas. Ford said the purpose of the launch is to "rapidly expand its presence in the fast growing market" of India . CNN  
CLIMATE CHANGE AND THE WEALTH OF NATIONS - I agree with Professor Kahn’s optimism about the United States and Western Europe — rich countries will muddle through if the planet gets hotter. I am far more fearful about the poorer, more desperate nations. In a sense, the ability of all of humankind to weather climate change depends on whether Asia, Africa and South America get richer before they get hotter. A lot of lives depend on their winning that race. New York Times  
Commerce Department Begins Merging Export Lists - Simplified list intended to ease licensing for shippers.  The U.S. Department of Commerce this week began the task of merging two lists of export products subject to government control. The single list will simplify the licensing process for shippers and give them assurance they will not get caught in a web of conflicting regulations, Commerce Department officials said Tuesday.  Journal of Commerce  
U.S. EXPANDS SANCTIONS ON NORTH KOREA - President Barack Obama issued an executive order Monday giving broad new authority to impose financial sanctions on North Korean entities and individuals doing business with and for the secretive communist state.Stuart Levey, Treasury Department under-secretary for terrorism and financial intelligence, said the new order "targets a wide range of illicit activities undertaken by the government of North Korea. China Fortifies State Businesses to Fuel Growth - During its decades of rapid growth, China thrived by allowing once-suppressed private entrepreneurs to prosper, often at the expense of the old, inefficient state sector of the economy.   Now, whether in the coal-rich regions of Shanxi Province , the steel mills of the northern industrial heartland, or the airlines flying overhead, it is often China ’s state-run companies that are on the march.  New York Times  
Japan Offers a Plan to Invigorate Its Economy - Japan promised a host of measures on Monday in a bid to ignite its faltering economy and temper a punishingly strong yen. Prime Minister Naoto Kan proposed new stimulus steps, while the Bank of Japan, under pressure from the government, further eased its already easy monetary policy.  New York Times  
Cargo projects rolling - Transportation officials are creating a regional strategy to increase the volume of cargo moving in and out of the area as part of an aggressive effort to help the economy get back on track.  From land to sea to air, efforts are under way to move more goods more efficiently through and around Sacramento . Projects include improving rail service to McClellan Park , deepening the deep-water channel to the Port of West Sacramento and attracting international carriers to Sacramento ’s airports. The hope is to spur economic development with a more cost-effective and efficient transport system. The opportunity in the region is just astonishing,said Michael Faust, president and chief executive of the Northern California World Trade Center .We need to think big, act strategically and pursue bold projects.  Sacramento Business Journal
